Pat testing regs
There are a number of laws which the obligation to carry out a PAT test.
The main areas of the PAT testing legislation is the "Electricity At Work Regulation 1989" and the "Provision and Use of Work Equipment Regulations 1998".

Portable means that it is not part of the building or fixed installations, so that the PAT test refers only to things that can be picked up or moved.
The Health and Safety at Work Act 1974 is the duty of care on both the employers and workers to ensure the safety of all persons to ensure that the work premises.
Each employer is obliged to ensure that the equipment is in an efficient state, in efficient working order and in good condition.
With regard to the risks from electricity, compliance with the Electricity at Work Regulations 1989 is likely to achieve compliance with the PUWER 1998.

PUWER does not apply to fixed installations in a building.
It is clear that the combination of the HSW Act 1974, the PUWER 1998 and the EAW Regulations 1989, used on all electrical appliances, or associated with are, places of work.
